During the National Assembly Standing Committee's session on the morning of 8/7, National Assembly Chairman Tran Thanh Man stated that the unscheduled session is being organized to promptly institutionalize the Central Committee's policies and conclusions, and address issues that cannot be delayed.
According to the National Assembly Chairman, the National Assembly Standing Committee will review 24 draft laws and resolutions slated for submission to the National Assembly during the unscheduled session. Additionally, two draft laws are being prepared for the 16th National Assembly's second session.
The government has also proposed adding the revised housing law and the revised real estate business law to the session's agenda for consideration and approval under fast-track procedures. Consequently, relevant agencies must thoroughly verify and review the conditions, ensuring sufficient grounds before their inclusion in the program.
Given the significant workload, the National Assembly Chairman urged ministries, sectors, and National Assembly agencies to reinforce discipline and order. He emphasized completing dossiers on schedule to prevent requests for delays, withdrawal of content, or submitting documents close to the National Assembly Standing Committee's meeting time.
"If quality and progress are not ensured according to the program, Ministers, heads of drafting agencies, and heads of verification agencies must take responsibility before the government, the Prime Minister, and the National Assembly Standing Committee", he emphasized.

The National Assembly Chairman also called on agencies to closely monitor the practical implementation of the two-tier local government model, which has been operational for nearly one year. This review aims to refine regulations on decentralization and devolution of power, ensuring new provisions clearly define individuals, tasks, responsibilities, and authorities, enabling localities to implement them immediately once the laws take effect.
Addressing the slow issuance of many guiding documents for implementing laws and decrees, he requested National Assembly committees to work directly with ministries and sectors. The goal is to identify causes and accelerate progress. "Many policies are awaited by citizens and businesses, so they need to be finalized soon to be put into practice", he said.
The 16th National Assembly opened its first session in late June. Beyond personnel matters, the National Assembly passed 9 laws and 5 legal regulatory resolutions.
