Proposal for 5 billion USD coal power - aluminum complex in Vinh Hao

Lam Dong province is considering a coal power - aluminum electrolysis complex project, with an estimated investment of 5 billion USD, to be developed in Vinh Hao commune, covering over 600 ha.

The project was discussed during a meeting between provincial People's Committee leaders, relevant departments, and investors on 23/3. Proposed by a joint venture of Tran Hong Quan Metallurgy Co., Ltd. and Hoang Thanh Infrastructure Investment and Development JSC, the complex comprises two main components: a coal-fired power plant and an aluminum electrolysis plant.

The proposed coal-fired power plant would feature three units with a total capacity of 2,000 MW, primarily dedicated to supplying the aluminum electrolysis lines. The aluminum electrolysis plant is designed with two production lines, boasting a combined annual capacity of 1.2 million tons, with potential for future expansion. The comprehensive project also includes a specialized port, raw material storage facilities, and an area for downstream aluminum production.

Following a survey in the former Tuy Phong district, the investors proposed locating the project within the salt pan area of Vinh Hao Salt JSC. This site spans approximately 603 ha, excluding water surface areas.

According to the enterprise, the location offers favorable infrastructure due to its proximity to National Highway 1A, the North-South Eastern Expressway, and Vinh Tan seaport. Additionally, it does not overlap with forestry planning or national mineral reserve areas.

Regarding raw materials, the project would require about 2.3-2.4 million tons of alumina annually. Lam Dong province is assessed as capable of meeting this demand in the medium and long term, with a planned total alumina capacity expected to exceed 8.7 million tons per year after 2030.

However, authorities indicate that the project presents several issues requiring careful consideration. The proposed land currently overlaps with an area already allocated to Vinh Hao Salt JSC, and a portion is being surveyed by Vietnam National Coal - Mineral Industries Group for a similar project.

Furthermore, the project type poses a significant environmental impact risk, as it is situated near residential areas, aquaculture zones, and the Phuoc The ecological restoration area, which is part of the Hon Cau Marine Protected Area. Therefore, a comprehensive environmental impact assessment is necessary, along with plans for resident relocation and measures to mitigate ecosystem impacts.

Moreover, under the revised Power Master Plan VIII, new coal-fired power development is not encouraged. Consequently, the proposal for a 2,000 MW self-consumption coal power plant does not align with the general orientation.

Le Trong Yen, standing vice chairman of the Lam Dong provincial People's Committee, stated that this large-scale project has multi-faceted socio-economic impacts, necessitating thorough study to ensure compliance with planning and sustainable development.

Moving forward, relevant departments will continue to coordinate with the investors to clarify outstanding issues, particularly concerning land use planning, project overlaps, and environmental impacts.
