The Ministry of Justice is currently appraising a draft decree, developed by the Ministry of Finance, which outlines standards and norms for car use. This draft proposes significant revisions to the regulations governing the use of official vehicles by Party and State leaders.

According to the draft, key Party and State leaders are authorized to use an official car without price limits, even after retirement. This group includes: the General Secretary, the President, the Prime Minister, the National Assembly Chairman, and the Permanent Member of the Secretariat.

Compared to current regulations effective since 2023, the draft adds the position of Permanent Member of the Secretariat to this group. Currently, the Permanent Member of the Secretariat is authorized to use an official car without price limits during their tenure, but this entitlement does not extend to post-retirement.

This proposal is based on a Politburo regulation issued in 9/2025, which reclassified the Permanent Member of the Secretariat from a senior leadership position to a key Party and State leadership position.

Since early July, the Permanent Member of the Secretariat has also been included for special flights and cabins, alongside four other key Party and State leadership positions.

The draft also adds a group of positions authorized to use an official car without price limits during their tenure, including: the Chairman of the Central Inspection Committee; heads of Central Party committees; the Chief of the Central Party Office; and the Director of the Ho Chi Minh National Academy of Politics.

For positions currently benefiting from this policy, the draft maintains the existing regulations. This group includes: members of the Politburo; members of the Secretariat; the President of the Vietnam Fatherland Front Central Committee; the Vice President; the Deputy Prime Minister; the Vice Chairman of the National Assembly; the Chief Justice of the Supreme People's Court; and the Prosecutor General of the Supreme People's Procuracy.

The draft also retains the maximum price of 1.7 billion VND for a group of positions authorized to use an official car during their tenure. This group includes: official members of the Central Party Committee; Vice Chairmen of the Central Inspection Committee; Deputy heads of Central Party committees; Deputy Chief of the Central Party Office (if they are Central Party Committee members); members of the National Assembly Standing Committee; the State Auditor General; Ministers and heads of ministerial-level agencies; the Chairman of the Presidential Office; and leaders of the Vietnam Fatherland Front Central Committee and political-social organizations.

This group further includes: Provincial Party Secretaries and City Party Secretaries; Deputy Secretaries of the four Party Committees directly under the Central Committee; Deputy Secretaries of the Hanoi and Ho Chi Minh City Party Committees (if they are Central Party Committee members); Chairmen of the People's Councils and People's Committees of Hanoi and Ho Chi Minh City; the Editor-in-Chief of Nhan Dan Newspaper; the Editor-in-Chief of Communist Review; the President of the Vietnam Academy of Social Sciences; the President of the Vietnam Academy of Science and Technology; the Director General of the Vietnam News Agency; the Director General of the Voice of Vietnam; and the Director General of Vietnam Television.

Specifically, a Vice Chairman of the Central Inspection Committee who is not a Central Party Committee member is proposed to use an official car during their tenure, with a maximum price of 1.6 billion VND.

Vu Tuan
