Proposed allowance increase for ministers and provincial party secretaries to 2.7 million VND

The Ministry of Finance has proposed adjusting the monthly service allowance from 400,000 VND to 2.7 million VND for certain positions, such as ministers and provincial party secretaries.

In the draft decree amending Decision 269 concerning service allowances for officials and public employees holding leadership positions in state agencies, the Ministry of Finance proposes stipulating allowance payments based on specific amounts pegged to the base salary at the time of issuance, rather than using a coefficient.

Specifically: Level 1 would increase from 400,000 VND to 2.7 million VND per month. Level 2 would increase from 200,000 VND to 1.35 million VND per month.

- Members of the National Assembly Standing Committee; Director of the Presidential Office; Heads of Central Party Committees; Chief of the Central Office; Director of the Ho Chi Minh National Academy of Politics; Editor-in-Chief of Nhan Dan Newspaper; Editor-in-Chief of Cong San Magazine and positions with equivalent salary levels to Heads of Central Party Committees.

- Ministers, Heads of ministerial-level agencies; State Auditor General; President and Permanent Vice President of the Vietnam Fatherland Front Central Committee, and positions with equivalent salary levels to Ministers.

- Provincial Party Secretaries, Municipal Party Secretaries of centrally-affiliated cities and provinces, and Class I urban areas; Permanent Deputy Secretary of the Hanoi and TP HCM Municipal Party Committees; Chairpersons of the People's Councils and People's Committees of Hanoi and TP HCM.

- Senior Lieutenant Generals, Admirals; Directors General and Political Commissars of General Departments; Commanders and Political Commissars of Military Regions, Armed Services, Border Guard, Army Corps; and equivalent or higher positions in the People's Army.

- Senior Lieutenant Generals in the People's Public Security.

- Deputy Head of the Central Inspection Committee; Deputy Heads of Central Party Committees; Deputy Chief of the Central Office; Secretaries of Central Party Committees; Vice Presidents of the Vietnam Fatherland Front Central Committee; Deputy Director of the Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Cong San Magazine; Director of the National Politics - Truth Publishing House.

- Vice Chairman of the Ethnic Council; Deputy Chairpersons of National Assembly Committees; Deputy Director of the National Assembly Office; Deputy Director of the Presidential Office; Deputy Chief Justice of the Supreme People's Court; Deputy Head of the Supreme People's Procuracy; Deputy State Auditor General; Deputy Ministers; Deputy Heads of ministerial-level agencies; Heads of Government agencies.

- Positions with the highest rank of Lieutenant General, Vice Admiral, Major General, Rear Admiral as stipulated by the Government in the People's Army (excluding those stipulated in Clause 1).

- Lieutenant Generals and Major Generals in the People's Public Security.

- President of the Vietnam Academy of Social Sciences; President of the Vietnam Academy of Science and Technology.

- Members of the Central Inspection Committee; Deputy Secretaries of Provincial and Municipal Party Committees of centrally-affiliated cities and provinces, and Class I urban areas; Chairpersons of the People's Councils and People's Committees of centrally-affiliated cities and Class I urban areas.

- Members of the Presidium of the Vietnam Fatherland Front Central Committee.
- Assistants to key leaders of the Party and State; Permanent Assistant to the Party Secretariat.

According to the drafting agency, the service allowance is for individuals, so adjusting it according to the base salary is appropriate. This adjustment corresponds to a 5.69-fold increase in the base salary compared to 2005 when Decision 269 was issued.

A compilation of reports from 40 units shows that the expenditure for implementing Decision 269 over 20 years is nearly 36.4 billion VND, equivalent to 2 billion VND per year. With the new allowance, the expenditure is expected to increase by about 12 billion VND annually, averaging 300 million VND per unit. The Ministry of Finance stated that this increase is considered "not significant and is appropriate and feasible."

Several positions have been added due to organizational restructuring or according to Conclusion No. 35: State Auditor General, Deputy State Auditor General; Assistants to key leaders of the Party and State; Permanent Assistant to the Party Secretariat.

The draft also removes some positions that no longer exist, such as General Director in the People's Public Security, or have been merged into higher-level positions such as Chairman of the Ethnic Council and Chairpersons of National Assembly Committees.

Some positions equivalent to Deputy Minister but focused on specialized work, not directly serving senior leaders, such as Director of the National University, Head of the Ho Chi Minh Mausoleum Management Board, judges of the Supreme People's Court, and prosecutors of the Supreme People's Procuracy, are not included in the draft.

In addition, the draft removes the category of "senior experts" from the old Decision 269 to align with Decree No. 92, which was issued specifically for this group.
