According to the Ministry of Home Affairs, the public consultation period runs from 14/5 to 28/5. Agencies, organizations, and individuals, both domestic and international, are invited to review the dossier and submit their feedback to the Central Emulation and Commendation Board.
This consultation follows the Ho Chi Minh City People's Committee's submission on 18/4, recommending that the Prime Minister consider and present Mr. Johnathan Hanh Nguyen to the President for the labor hero title.
This step is part of the process for conferring state honorary titles, as stipulated by the Law on Emulation and Commendation 2022. After compiling public feedback, the Central Emulation and Commendation Board will report to the Central Emulation and Commendation Council for review and submission to the competent authorities for decision.

The labor hero title is awarded to individuals and collectives who have achieved exceptionally outstanding accomplishments in labor and creativity, contributing to national construction and defense.
Under the law, individuals nominated for the title must meet several criteria: possessing strong political resolve, good moral character, outstanding creative labor achievements, and significant contributions to the development of their sector, locality, or the nation for a period of 10 years or more.
Nominees must also have achievements in scientific and technological research and application, or initiatives and projects that deliver high effectiveness nationwide.
Mr. Johnathan Hanh Nguyen, 75 years old, studied at Da Lat University and earned a Master of Business Administration from Seattle University (US). In 1985, while working for Boeing, he returned to Vietnam and, under the assignment of the late Prime Minister Pham Van Dong, helped establish Vietnam's first international flight route to the Philippines.
In 1986, he founded the precursor enterprise to the Imex Pan Pacific Group (IPPG). The group currently operates in duty-free retail, luxury goods, shopping malls, and hotels, with 17 member companies and 18 joint ventures or associated companies.
