The resolution, effective from 14/8/2025 until project completion, applies to the following projects: the construction of Gia Binh international airport; flight operation facilities; resettlement projects; site clearance works; direct airport access roads; and related components.
Streamlined procedures
Under the resolution, projects are exempt from construction permits, but investors must fulfill all pre-construction conditions within 6 months of groundbreaking. The Ministry of Public Security is tasked with selecting investors before the National Assembly approves the project, and transferring land and assets to Bac Ninh provincial People's Committee (UBND) for handover to the winning bidder. Investors must reimburse all prior expenses for site clearance, compensation, resettlement support, and infrastructure.
Flight operation facilities will be developed under the public-private partnership (PPP) model, financed by the state budget, without requiring investment approval. Investor selection will follow a special process. The Ministry of Public Security will oversee project preparation, contract signing, and payment allocation, while the Ministry of Construction will ensure technical standards.
Three resettlement projects, site clearance works, and the connecting road will also be implemented under the PPP model, paid for with land resources, and using a special investor selection process. Bac Ninh UBND is responsible for preparation and contract signing.

Planning adjustments
The master plan for airport system development and the Bac Ninh provincial plan for 2021-2030, with a vision to 2050, will be adjusted through a streamlined process, without strategic environmental assessment. Related technical and specialized plans will be adjusted concurrently.
When approving projects under this special mechanism, the competent authorities can decide on aspects that differ from current plans. Subsequently, relevant plans will be reviewed, adjusted, and updated promptly. Bac Ninh UBND is authorized to use rice cultivation land quotas as needed for the project and carry out land-use conversion procedures.
The government has established a state appraisal council for the Gia Binh international airport investment project, comprising leaders from the Ministries of Construction, Public Security, National Defense, Justice, Foreign Affairs, Agriculture and Environment, Science and Technology, and Culture, Sports and Tourism.
In early August, the Ministry of Finance received an investment proposal from Masterise Group, the first domestic enterprise interested in undertaking this project. If approved, the airport will serve national security and defense purposes, act as an aviation gateway for Hanoi, and aim to become a major transit hub for Asia and an aviation logistics center.
The airport covers approximately 1,884 ha (excluding security land managed by the Ministry of Public Security), with 957 ha for civil aviation facilities and 927 ha for shared airspace. By 2030, the airport is projected to have two runways, a capacity of 30 million passengers and 1.6 million tons of cargo annually. By 2050, it is expected to have four runways, handling 50 million passengers and 2.5 million tons of cargo.
The total investment is 195,124 billion VND, comprising 29,268 billion VND (15%) in investor contributions and over 165,855 billion VND (85%) in mobilized capital.
