The personnel decision by the Secretariat of the Central Committee was announced on the afternoon of 18/11. Nguyen Van Ut's transfer aligns with the Politburo and Secretariat's policy requiring that provincial and city chairmen not be local residents.
Previously, Le Van Han, deputy secretary of the Vinh Long Provincial Party Committee, was transferred to become deputy secretary of the Tay Ninh Provincial Party Committee. He has been nominated for election as the provincial chairman for the 2021-2026 term by the Provincial People's Council, succeeding Ut.

The new deputy secretary of Dong Nai, originally from Duc Hue district in the former Long An province (now part of Tay Ninh), holds a master's degree in economics. Ut previously held numerous positions in the former Long An province, including: chairman of the Duc Hoa District People's Committee, secretary of the Duc Hoa District Party Committee, vice chairman of the Long An Provincial People's Committee, and deputy secretary of the Long An Provincial Party Committee. Following Long An's merger with Tay Ninh, the Politburo appointed him chairman of the new Tay Ninh Provincial People's Committee.
Following its merger with Binh Phuoc, the new Dong Nai province covers over 12,700 square kilometers, making it the 9th largest nationwide. It has a population exceeding 4.5 million, ranking 5th among all provinces and cities. The province consists of 95 communes and wards, with its administrative center in Tran Bien ward, formerly part of Bien Hoa City.
For the upcoming term, Dong Nai aims for an average annual Gross Regional Domestic Product (GRDP) growth rate of 10%. By 2030, the province targets a GRDP (at current prices) exceeding 1,200,000 billion VND, a per capita GRDP surpassing 250 million VND, and an annual budget revenue increase of 10-12%.
