The provincial standing committee has approved a policy proposal to support civil servants from provincial departments and agencies, as well as those from overstaffed communes and wards, who volunteer to work in mountainous areas. The proposal will be submitted to the provincial People's Council for approval.
On 30/7, Dau Thanh Tung, Vice Chairman of the Thanh Hoa Provincial People's Committee, stated that following approval from the People's Council, the province will begin the transfer process in August to ensure the efficient operation of local administrations in mountainous regions.
According to Tung, this large-scale reassignment is necessary due to localized staff surpluses and shortages following the recent restructuring and merging of provincial departments, agencies, district-level administrations, and communes. Mountainous and border communes lack experienced personnel, while lowland areas have a surplus.

The Thanh Hoa Provincial People's Committee has tasked the Department of Home Affairs with coordinating with relevant agencies to assess personnel placement needs and the actual requirements of the communes. This will facilitate the development of a specific transfer plan. Civil servants willing to work in mountainous areas will submit applications, and the province will provide support. Thanh Hoa province has allocated over 45 billion VND for this support over three years.
Two levels of support will be provided: The first level, for 38 communes in six former mountainous districts (Muong Lat, Quan Hoa, Quan Son, Lang Chanh, Ba Thuoc, and Thuong Xuan), offers a monthly allowance of 1.75 times the base salary. The second level, for 38 communes in five former mountainous districts (Ngoc Lac, Thach Thanh, Cam Thuy, Nhu Thanh, and Nhu Xuan), provides 1.25 times the base salary.
The support will last for a maximum of three years (the duration of the assignment) or until the civil servants are officially relocated to a new area outside the policy's scope.
In mid-July, Thanh Hoa province also seconded 15 officials from provincial departments and agencies to Pu Nhi and Muong Lat communes to strengthen local governance after the mergers, consolidating local authorities in border regions.
According to provincial leaders, after one month of operating the two-tiered local government model, commune and ward activities have generally stabilized. However, some areas still face challenges due to limited expertise among officials after the mergers. The province will continue to monitor the situation and make personnel adjustments as needed to ensure effective operation.
Thanh Hoa province covers over 11,100 km2 and has a population of about 4.3 million. After restructuring, the number of commune-level administrative units has decreased from 547 to 166, including 21 border communes that remain unchanged.
