According to a decision by the City People's Committee, VinSpeed is the proposing entity and will implement the Ben Thanh - Can Gio metro project after departmental appraisals. The total investment is over 102,430 billion dong, not including nearly 13,000 billion dong for site clearance, which will be covered by the state budget.

The project will be executed under a build-own-operate (BOO) contract, with capital self-invested and mobilized by Vingroup as regulated. Groundbreaking for the project is expected on 19/12, with completion slated for 2028. The investor is responsible for ensuring financial capacity and adherence to the schedule.
The metro line spans 54 km, starting at 23/9 Park and ending at the Can Gio coastal urban area. Phase one includes two stations (Ben Thanh, Can Gio) and a 39 ha depot. Subsequent phases will add four stations: Tan Thuan, Tan My, Nha Be, and Binh Khanh.
The line is designed with a double track, allowing a maximum speed of 350 km/h. When operational, six trains will run, with one reserve train, making the full journey approximately 20 minutes.

Previously, on 5/12, the City Party Committee's Standing Board approved the investment policy, requesting a review of procedures and increased supervision to ensure feasibility and progress. This project is considered strategic, creating a new connection axis between the city center and the coastal district, fostering urban, tourism, and regional economic development.
Can Gio district is approximately 50 km from central TP HCM, covering over 71,300 ha, 70% of which is mangrove forest. It currently connects primarily via the Binh Khanh ferry. Besides the metro line, Vingroup is also researching a sea-crossing road to Vung Tau, valued at over 104,000 billion dong. The Can Gio bridge project has also seen investment proposals from several businesses.
