Vingroup proposes expanding Rung Sac road to accommodate increasing travel between Ho Chi Minh City's center and Can Gio. Can Gio is experiencing rapid infrastructure and urban development. Without this upgrade, the road risks becoming a bottleneck, leading to congestion, diminishing network investment efficiency, and limiting the region's economic and tourism growth.

The project plan involves two sections. The first is the 15B connector, spanning nearly two km from the D1-D3 intersection (Tan My ward, former District 7) to the Can Gio bridge project boundary. This section will feature 6 lanes: 4 for motorized traffic and 2 parallel lanes.
The second section focuses on upgrading the Rung Sac road itself. This over 35 km stretch, from the Ben Luc - Long Thanh expressway interchange to the main road within the Can Gio coastal urban area, will expand from 6 to 10 lanes, comprising 8 motorized lanes and 2 parallel lanes.
The project is proposed as a Public-Private Partnership (PPP) under a Build-Transfer (BT) contract. The preliminary investment totals over 19.000 billion dong, covering land clearance and construction-period loan interest. The investor plans to secure full funding and complete the project between 2026 and 2028, subject to official approval.
Following the proposal's submission, the Ho Chi Minh City Department of Finance consulted various departments and local authorities, largely agreeing on the project's necessity. The department has recommended that the Ho Chi Minh City People's Committee authorize Vingroup to prepare an investment policy proposal report and finalize the necessary documentation based on feedback.
However, the proposed upgrade overlaps with several other public investment projects currently in the planning stages but not yet approved. Consequently, the department advised pausing this specific task to ensure synchronized implementation across all related projects.

The Rung Sac road, approximately 35 km long, was completed in 1986. It stands as one of the initial arterial routes connecting Can Gio to Ho Chi Minh City, effectively ending the area's isolation. Currently, the 6-lane road functions as the district's primary backbone.
Situated about 50 km from Ho Chi Minh City's center, Can Gio covers over 71.300 hectares and is a hub for major developments. These include a 2.870 hectare coastal urban area and a metro line linking to the city center. Future plans also encompass significant connectivity projects: the Can Gio bridge, the Can Gio - Vung Tau sea-crossing road, and the Rung Sac - Ben Luc - Long Thanh expressway interchange.
