Vu Dai Thang, 51, was born and raised in Hai Phong, though his hometown is Hanoi. He has a professional background in economics, law, and international relations, having earned a master's degree from Waseda University in Japan. He served as an alternate member of the 12th Central Committee and a member of the 13th and 14th Central Committees.
Over his 28-year career, he spent about 20 years at the Ministry of Planning and Investment. There, he held positions such as foreign economic specialist, service sector specialist, deputy director general, and director general of economic zone management. This period allowed him to gain experience in development management, investment, and trade.
In 2014, he was transferred to a local government role, joining the Ha Nam Provincial Party Committee and serving as Vice Chairman of the Provincial People's Committee. He returned to the Ministry of Planning and Investment in 2018 as Deputy Minister.
In 2020, he was appointed Secretary of the Quang Binh Provincial Party Committee. Four years later, the Politburo assigned him to be Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term, and in 9/2025, he was re-elected for the 2025-2030 term.
In 11/2025, the Politburo transferred him to Hanoi, where he joined the Executive Committee and Standing Committee, becoming Deputy Secretary of the Hanoi Party Committee. He was subsequently elected Chairman of the City People's Committee by the City People's Council.

Speaking after his election, Vu Dai Thang expressed his honor and clear awareness of his responsibilities. He committed to working with the City People's Committee to build a civilized and modern capital city.
The capital's government leader cited Politburo's Resolution 02, issued on 17/3, regarding Hanoi's development in the new phase. This resolution outlines an orientation of "Culture - Civilization - Modernity - Happiness," placing people at the center as both the goal and the driving force for development. According to the resolution, Hanoi aims to become a green, smart, and modern urban area by 2035. By 2045, it is envisioned as a regional innovation hub, with a long-term vision to become a globally sustainable city by 2065.
He described these goals as "development imperatives," demanding city leaders to innovate their thinking, act decisively, and enhance implementation effectiveness. In the coming period, Hanoi will implement Central resolutions, particularly those concerning the capital's development. Simultaneously, the city will execute a comprehensive master plan with a long-term vision, fostering multi-centered and sustainable urban development.
The city will also effectively implement the revised Capital Law, enhance governance capacity, mobilize resources for strategic infrastructure, and improve citizens' lives. He stated, "Any policy that does not bring practical benefits to the people cannot be considered a completed task; the people's trust and satisfaction are the highest measure of governance effectiveness."

At the session, the City People's Council also elected the vice chairmen of the City People's Committee for the 2026-2031 term: Duong Duc Tuan, Nguyen Xuan Luu, Truong Viet Dung, and Vu Thu Ha.
Earlier, the 17th Hanoi People's Council elected its key officials for the 2026-2031 term. Phung Thi Hong Ha was elected Chairwoman of the City People's Council, with Tran The Cuong, Pham Qui Tien, and Pham Thi Thanh Mai as Vice Chairmen.
