Heavy rain lasting over two hours caused sections of Phan Huy Ich street (formerly Go Vap district) to flood over one meter deep, with water entering buses and homes. Many buses and cargo vehicles stalled in the floodwaters, awaiting rescue, while students and residents waded home.

After 8 p.m., many people were still wading through water, pushing stalled motorbikes home. A group of Thang Long High School students, finishing class just as the street flooded deeply, had to wait for parents to pick them up; some smaller children were carried by their fathers across the flooded section.

"It's been raining since the afternoon. The water here is too deep, so I have to walk a whole kilometer home," said Ho Hoang Tuan, 48 years old, a construction worker, while passing through Phan Huy Ich street. A young man paddled a kayak through the deeply flooded section of Phan Huy Ich.

"We're waiting for the water to recede so we can pack up and go home; there's no way to sell anything now," said Hoa, a mooncake vendor along the street, as his stall had to cease operations due to the deep flood.

Water rose into a coffee shop, where employees quickly stacked tables and chairs high, gathering belongings to prevent them from getting soaked.

Nearby, water flooded into many shops and hair salons, forcing employees to stack belongings high, move motorbikes indoors, and temporarily cease serving customers.

Residents used ropes to secure and pull washing machines that were being swept away by the current.

After 9 p.m., many stalled vehicles were still awaiting rescue, and residents lingered, waiting for the floodwaters to recede before continuing home.
