Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Anh Chuc recently reported to the Government and the Ministry of Home Affairs on preliminary results of an inspection and review of Decree 178/2024, as amended and supplemented by Decree 67/2025, within the province.

The Provincial Inspectorate, in coordination with the Department of Home Affairs, the Department of Finance, and other relevant agencies, recently reviewed 3,223 files of cadres, civil servants, public employees, and workers who resigned and received benefits under Decree 178.

Initial findings revealed errors in identifying and calculating benefits. Some files incorrectly determined the number of months for early retirement, the allowance for periods of social insurance contributions, or misidentified current salaries. Many cases involved individuals who previously served in the military, but their files lacked official confirmation from competent authorities regarding whether they had received or were eligible for demobilization benefits.

The leadership of Ninh Binh Provincial People's Committee stated that further verification is needed to accurately determine eligibility, conditions, and benefit levels. They also aim to clarify the amount of funds to be recovered if any payments were made incorrectly. Agencies are tasked with supplementing records related to work history, social insurance contribution periods, salaries, and other relevant information. Subsequently, each case will be re-evaluated for policy application, clarifying amounts paid, amounts to be recovered, supplemented, or adjusted as needed.

Ninh Binh provincial authorities acknowledged challenges in the review process due to the large volume of files. Many files were processed before administrative unit reorganization and are currently stored in former warehouses of Nam Dinh, Ha Nam, and Ninh Binh. Some documents regarding organizational structure, administrative units, leadership, management, and staffing at the time of policy implementation were not fully archived, affecting the inspection progress.

According to Nguyen Anh Chuc, after completing the review, the province will determine accountability for organizations and individuals involved in advising, appraising, deciding, and implementing the policy. It will also direct the recovery, supplementation, or adjustment of funds if any non-compliance is found.

Decree 178, issued on 31/12/2024 and effective from early 2025, stipulates policies and benefits for cadres, civil servants, public employees, workers, and armed forces personnel during the reorganization of the political system's apparatus. These policies include early retirement and resignation, along with other benefits, to facilitate organizational streamlining and workforce restructuring.

In 3/2025, the Government issued Decree 67, amending and supplementing some provisions of Decree 178, including adjusting and adding beneficiaries and policies applicable during organizational restructuring.

According to the State Treasury, by the end of 2025, the budget had disbursed nearly 163,500 billion VND to over 117,000 individuals who resigned under Decree 178. On 29/8, the Ministry of Home Affairs requested ministries, agencies, and localities to conduct a comprehensive review of all cases approved for resignation and benefits under Decree 178. This review follows Deputy Prime Minister Pham Thi Thanh Tra's directive after the State Audit identified numerous violations and errors in processing benefits for cadres, civil servants, public employees, and workers who resigned due to organizational restructuring.

Ninh Binh province was established by merging the three provinces of Ninh Binh, Ha Nam, and Nam Dinh. After the merger, the province has 129 commune-level administrative units, an area of over 3,940 km2, and a population of over 4.4 million.
