CanAm Enterprises' EB-5 project in Philadelphia's Bellwether District has secured a major tenant, TerraPower Isotopes, before construction even began. The lease was signed in March for the life science facility, which is part of a development spanning approximately 526 ha. This area is envisioned as a biotechnology research and manufacturing hub in Pennsylvania. Philadelphia is currently a major economic center on the East Coast of the United States, boasting an ecosystem of numerous pharmaceutical enterprises, research institutions, and healthcare systems.
TerraPower Isotopes, an entity associated with Bill Gates' company TerraPower, will occupy the facility. The enterprise specializes in developing rare radioisotopes like Actinium-225, currently being researched for use in cancer treatment. TerraPower previously announced the completion of a Series D funding round worth 650 million USD in 2025.
CanAm provided a loan of 110,4 million USD to HRP Group, the entity overseeing the project's construction. Upon completion, the tenant is expected to invest in equipment installation and facility fit-out to support specialized production lines in biotechnology.

A CanAm representative stated that TerraPower Isotopes chose Philadelphia after evaluating numerous locations across the United States, citing the region's developed pharmaceutical and biomedical industry ecosystem. This is expected to attract additional partners to operate within the campus; several healthcare and pharmaceutical organizations are currently in discussions to establish facilities there.
The project also benefits from support from the Pennsylvania state government through infrastructure development programs, including PA SITES, along with tax incentives.
The US EB-5 program allows foreign investors to obtain a green card by investing capital in job-creating projects. Beyond the legal aspects of applications, investors are typically interested in the project structure and its implementation viability.
CanAm Enterprises is a long-standing regional center in this field, with over 30 years of experience in the United States and Canada. The enterprise reported participating in the financing of 78 projects, raising over 4 billion USD in EB-5 capital, and returning over 2,5 billion USD to investors.
