Resolution 23 of the Da Nang People's Council, outlining policies to support OCOP (One Commune One Product) development for the 2026-2030 period, takes effect from 1/1/2026. For entities such as cooperatives, businesses, and production facilities with OCOP products, the resolution specifies up to 14 support categories. These initiatives focus on expanding production, building brands, and developing consumption markets. Entities or products participating in the OCOP program during this phase can receive multiple suitable supports concurrently.
To enhance production capacity, the city will cover 100% of the costs for consulting, assessment, and certification. This support is capped at 500 million VND for products manufactured under GMP standards, 100 million VND for organic or GlobalGAP processes, and 50 million VND for products following VietGAP or VietGAHP processes.
The resolution also provides 50% funding for investments in machinery, equipment, and technology lines used for OCOP product production, harvesting, preliminary processing, packaging, and cold storage. This support is capped at 300 million VND.

To support market expansion, entities developing value chain linkage plans and projects approved by competent authorities will receive up to 70% of the funding, capped at 300 million VND.
Cooperatives and businesses with products participating in trade fairs, exhibitions, and trade promotion events abroad will receive up to 100 million VND for transportation, decoration, and venue costs per event. Each entity can receive this support up to three times per year. For events within the city, the maximum support is 15 million VND.

To help OCOP products build their brands, entities will also receive support for costs related to QR code setup, product label printing, packaging, trademark registration, website development, and e-commerce platform listings. The total support for these items can reach 100 million VND.
OCOP products recognized with three to five stars in the 2026-2030 period will also receive various reward levels. five-star products will be awarded 30 million VND. Each entity can receive awards for a maximum of five products per evaluation year.
Annually, the city allocates 25 billion VND from its budget and mobilizes other socialized resources to implement the program.
The 14 categories of support detail how these new policies are expected to enhance the capacity of production entities. The city prioritizes supporting OCOP products linked to regional advantages, with potential for scale expansion, participation in value chains, and meeting the requirements of modern distribution systems. The policy also aims to transition OCOP from small-scale production to processes with clear guidelines, meeting domestic and international standards.
Statistics show that Da Nang has 552 OCOP products with valid recognition. Among them, two products have achieved five stars, 96 products four stars, and 454 products three stars. Food, beverage, and medicinal herb products continue to account for a significant portion.
