PVOIL's decision follows a successful pilot program for E10 RON95 gasoline, which began in 8/2025 in Hanoi and Hai Phong. The program later expanded to include several central and southern provinces. By 4/2026, 558 of PVOIL's nearly 1,000 retail outlets were already selling this fuel type.
The pilot phase aimed to evaluate product quality, system operational capability, and user feedback. Results indicated that E10 gasoline met technical standards, operated stably in vehicles, and gained market acceptance, paving the way for its broader rollout.

To support the nationwide launch, PVOIL upgraded blending systems at its petroleum depots. This included enhancements to tanks, technological pipelines, and import-export systems. Currently, there are 13 depots qualified for E10 gasoline blending, connecting to the company's distribution network across the country. These blending facilities were audited and licensed by the National Standards, Metrology, and Quality Committee.
Mr. Le Trung Hung, Deputy General Director of PVOIL, stated that the company has prepared raw materials, blending systems, storage, and distribution for the widespread deployment of E10, aligning with the national biofuel development roadmap.
For supply, base gasoline is sourced from domestic refineries like Nghi Son and Dung Quat. Ethanol is supplied from local sources combined with imports from markets such as the US, Brazil, and other countries.

According to Associate Professor Dr. Pham Huu Tuyen of Hanoi University of Science and Technology, E10 gasoline can improve combustion efficiency in engines, maintain performance comparable to traditional gasoline, and reduce emissions. This fuel type is already used in many countries, including the US, Brazil, and Thailand.
In the initial phase, PVOIL will maintain both RON95 and E10 gasoline concurrently. The company will also implement communication and training activities within its system to support the transition.
Furthermore, the company stated its readiness to provide E10 gasoline blending services to other distributors, ensuring supply during market expansion.
