Extended Producer Responsibility (EPR), effective from 2024 under the Environmental Protection Law 2020, is a key policy aimed at integrating manufacturers and importers more deeply into the product lifecycle. Instead of their responsibility ending when products are sold, businesses must collect, recycle, or treat post-consumer products according to specified rates and standards.

Engine oil is among the first product categories subject to EPR. However, Vietnam's recycling capacity, encompassing infrastructure, technology, and collection systems for used oil, remains fragmented. Shell proactively partnered with local recycling businesses to implement collection, transportation, and recycling of used oil as part of its product lifecycle management strategy. The recycling partner handles collection, treatment, and recycling, while Shell collaborates on management and assists with documentation to ensure transparency, efficiency, and compliance.
According to the company, this partnership enables Shell to fulfill its EPR obligations, facilitating local recycling facilities to gradually strengthen and develop their capabilities, bringing the circular economy into practice in Vietnam. This is particularly significant as Vietnam aims for net-zero emissions by 2050, as committed at COP26.
Beyond recycling efforts, Shell also optimizes packaging design and volume and enhances the implementation of energy consumption reduction solutions in its manufacturing and business operations.
Dang Thi Kim Hoan, a representative of Shell Vietnam, stated that the company is committed to promoting sustainable development by proactively collaborating to collect and recycle used oil. This is a first step towards building a circular economy. "This initiative also aligns with our global strategy of delivering more value with lower emissions", Hoan said.
