Class I teachers miss out on proposed salary increase

Class I general education teachers will continue to earn 10,3-15,7 million VND, missing out on a proposed increase of about three million VND from the Ministry of Education and Training.

On 14/4, the Ministry of Education and Training (MOET) announced Circular 32, which outlines codes, appointment of titles, and salary scales for public teachers.

Under the circular, preschool teachers are categorized into three ranks, from lowest to highest: III, II, and I, corresponding to public employee groups A0, A1, and A2.2. The salary coefficient for this level ranges from 2,1 to 6,38.

General education teachers (primary, lower secondary, upper secondary) also have three similar ranks, but these correspond to groups A1, A2.2, and A2.1, with salary coefficients from 2,23 to 6,78.

Previously, in a draft from September last year, MOET proposed classifying educators into three groups: teacher, principal teacher, and senior teacher, equivalent to the current ranks III, II, and I. Specifically, for senior teachers (class I), the salary coefficient was projected to be from 5,75 to 7,55 (group A3.2), an increase from the current 4,4-6,78, while other ranks remained unchanged.

The new circular maintains the existing teacher ranking system, and the salary coefficient for class I teachers will not increase as proposed. The latest statistics from MOET at the end of 2024 show that this group comprises fewer than 3.000 individuals out of over one million teachers nationwide.

Although the coefficients remain unchanged, teacher salaries are expected to increase with the planned base salary adjustment. The government's proposed plan is to raise the base salary from 2,34 million VND to 2,527 million VND (an 8% increase), effective from 1/7. Consequently, teachers could receive monthly salaries ranging from 5,3 to 17,1 million VND, excluding allowances. The maximum increase would be nearly 1,3 million VND, with most seeing an increase of 0,5-1 million VND compared to current levels.

Additionally, MOET is proposing a special coefficient (1.15-1.25 times salary) to ensure teacher salaries are among the highest, as stipulated by the Law on Educators. After nearly half a year, this proposal has not yet been approved.
