Hanoi University of Industry announced on 24/11 that the Prime Minister signed the decision for its transition four days ago. The institution remains a public non-business unit under the Ministry of Industry and Trade, subject to the state management of education by the Ministry of Education and Training.
The government requires the university to reorganize its structure and operations in accordance with the Higher Education Law. The Ministry of Education and Training, the Ministry of Industry and Trade, and Hanoi will oversee the university's transition process. This oversight aims to ensure transparency, prevent negativity, loss, or waste of finances and assets, and safeguard the rights and interests of students and lecturers.
Previously, the country had nine public universities: Vietnam National University, Hanoi; Vietnam National University, Ho Chi Minh City; Thai Nguyen University; Hue University; University of Da Nang; Hanoi University of Science and Technology; University of Economics Ho Chi Minh City; National Economics University; and Can Tho University. Additionally, there were two private universities: Duy Tan University and Phenikaa University.

According to the Higher Education Law 2018, "truong dai hoc" (university school or institution) and "dai hoc" (university or multi-disciplinary university) are distinct concepts. A "truong dai hoc" or academy is an institution that trains and researches multiple disciplines. In contrast, a "dai hoc" trains and researches in multiple fields, comprising member university schools and faculties.
To transition from a "truong dai hoc" to a "dai hoc," Government Decree 99 of 2019 stipulates that institutions must meet three conditions:: evaluated as meeting quality standards by a legal accreditation organization; having at least three member university schools and 10 doctoral training programs, with a regular student enrollment exceeding 15,000; and approved by the direct management agency and investors.
Hanoi University of Industry operates three training campuses with a total area of nearly 50 hectares, two located in Hanoi and one in Ninh Binh (formerly Ha Nam). With a training scale of approximately 35,000 learners, it ranks among the largest institutions in the country by size.
The university comprises five member schools:: School of Foreign Languages and Tourism, School of Mechanical and Automotive Engineering, School of Economics, School of Information Technology and Communications, and School of Electrical and Electronic Engineering. It also has four faculties:: Faculty of Chemical Technology, Faculty of Garment Technology and Fashion Design, Faculty of Basic Sciences, and Faculty of Political Theory and Law, along with several institutes and centers.
In 2025, the university plans to admit nearly 8,000 regular undergraduate students for 62 majors and training programs. Admission scores for Hanoi University of Industry range from 18 to 26,27.
