Phat, born in 1977, is an associate professor and doctor of economics.
From 2003 to October 2019, he taught and held various positions at Ho Chi Minh City University of Transport, University of Economics and Law, and Vietnam National University, Ho Chi Minh City. At the end of 2019, he was appointed director of the Ho Chi Minh City Cadre Academy.
In July last year, Phat was appointed secretary of the party committee of Sai Gon ward following its merger.
After administrative unit reorganization, Ho Chi Minh City stands as the nation's educational megacity, serving about 1,6 million students across more than 3,500 schools.
The Ho Chi Minh City Department of Education and Training's Board of Directors currently includes 9 other deputy directors: Nguyen Thi Nhat Hang, Tran Thi Ngoc Chau, Le Thuy My Chau, Huynh Le Nhu Trang, Truong Hai Thanh, Nguyen Bao Quoc, Nguyen Van Phong, Duong Tri Dung, and Nguyen Ke Toai.
