Vice Chair of the National Assembly: Stricter tutoring regulations lead to higher costs for parents

Parents are spending more money on transportation and fees for their children to attend tutoring centers, following Circular 29 from the Ministry of Education, according to Vice Chair of the National Assembly Nguyen Thi Thanh.

Ms. Thanh expressed this view at a session providing feedback on the National Assembly Standing Committee's public petitions report for February, held on the afternoon of 2/3.

According to the Vice Chair of the National Assembly, following Circular 29 from the Ministry of Education and Training on tutoring, "the tutoring costs parents incur are higher than before". This is because parents must take their children outside of school, leading to additional expenses for renting centers, teacher travel, and transporting children from home to tutoring locations.

Ms. Thanh stated, "Many issues follow. When tutoring is not conducted at school but moved to centers, the cost of tutoring becomes a concern for parents."

Mr. Tran The Cuong, former Director of the Hanoi Department of Education and Training, previously raised concerns about this at a Ministry conference in February last year. He noted that after Circular 29 took effect, the number of centers and households registered for tutoring businesses "increased significantly", reaching approximately 15,000 establishments.

Mr. Cuong stated, "Through surveys, tutoring fees are much higher than before," but did not provide specific details.

Circular 29 was issued by the Ministry in 2/2025, stipulating that schools (junior high and high school) are only allowed to offer free tutoring to three groups: underperforming students, gifted students, and graduating students voluntarily preparing for exams.

At that time, many teachers and parents believed that two periods were insufficient to improve students' abilities, proposing an increase to 5-6 periods in the summer. However, representatives from the Ministry of Education and Training rejected the proposal.

Recently, the Ministry projected that the maximum tutoring duration within schools would remain two periods per week per subject. However, the Director of the Department of Education and Training could "relax the cap" for "special cases". The Ministry did not specify the criteria for these "special cases".
