On 23/6, the National Highway 1 Traffic Police Team, part of the Ha Tinh Provincial Police Traffic Police Department, announced an administrative fine for a female driver. The penalty was issued for carrying passengers without seatbelts in designated seating positions.
This violation carries a fine ranging from 800,000 VND to one million VND.
The incident occurred around 8:30 PM on 19/6. The woman was driving a 5-seater car on Phan Dinh Phung street in Thanh Sen ward. While the vehicle was in motion, three children in the back seats, who were not wearing seatbelts, stood on their seats and put their heads out of the sunroof.
Residents captured the scene on video and reported it to authorities. During a subsequent meeting, the driver admitted her violation and accepted the prescribed penalty.

Authorities emphasized the serious accident risk posed by allowing children to put their heads or hands out of a moving vehicle. They warned that sudden braking, a collision, or loss of balance could result in severe injuries or be life-threatening.
Traffic police urge drivers to ensure passenger safety by checking and reminding everyone to wear seatbelts. They recommend that children be seated properly, appropriate safety devices be used, and that children are strictly prohibited from extending any body part outside windows or sunroofs.
