On 23/8, the Investigative Police Agency of Vinh Long Provincial Police temporarily detained Vo Tuan Thanh, Le Quoc Trung, Nguyen Duc Anh, and Bui Duy Tan, all residents of Cai Von Ward, for investigation into illegal detention and extortion.

Initial investigations revealed that Thanh and Trung had lent Le Minh Tan, 39, 150 million VND and 120 million VND, respectively. Tan had promised to repay the debt after selling land, but failed to do so more than three months past the deadline.
On the afternoon of 20/8, Trung spotted Tan showing land to clients in My Thoi Hamlet, Cai Von Ward. Trung then called Thanh, Duc Anh, and Duy Tan to assist in collecting the debt. There, Trung and Thanh assaulted Tan in front of his wife and the potential land buyers.
The group used handcuffs, which they had bought online, to restrain Tan. They then forced him onto a motorbike and transported him to Thanh's house. At the residence, the gang threatened and coerced Tan into writing two debt notes totaling 520 million VND.
After receiving a report from the victim's wife at 17h on the same day, Cai Von Ward Police, in coordination with the Criminal Police Department of Vinh Long Provincial Police, deployed forces to investigate. Within one hour, officers arrested four suspects, rescued the victim, and seized several exhibits.
