On 11/3, the Criminal Police Department of Nghe An Provincial Police took Tran Huu Giap, 31, a resident of Thanh Sen ward, into criminal custody. He is being investigated for intentionally causing injury after the incident.

According to the investigation, Giap had an ongoing conflict with a 37-year-old man, a resident of Thanh Vinh ward. On the afternoon of 11/3, while walking from Vinh market along Phan Dinh Phung street, Giap spotted his opponent sitting with a friend at a cafe on Tran Quoc Hoan street. This encounter reportedly led him to decide on retaliation.

Giap, armed with a recently purchased knife nearly 70 cm long, stormed the cafe. He slashed the 37-year-old man's left shoulder before fleeing the scene. Residents quickly took the victim to Nghe An Orthopedic and Trauma Hospital for emergency treatment.

Police apprehended Giap while he was hiding in Nghi Xuan commune, Ha Tinh province, over 15 km from the crime scene.
