16th national assembly convenes first session, begins high-level personnel consolidation

The 16th National Assembly opened its first session on 6/4, initiating the process of consolidating key leadership positions within the state apparatus for the 2026-2031 term.

During the initial 2,5 days, the National Assembly will review and decide on the number of members for its Standing Committee. It will also elect the National Assembly Chairman, Vice Chairmen, and members of the Standing Committee. Concurrently, the National Assembly will elect the Chairman of the Ethnic Council, chairmen of National Assembly committees, the State Auditor General, and the Secretary General of the National Assembly, who also serves as the Chief of the National Assembly Office.

Following these elections, the National Assembly will elect the President, Prime Minister, Vice President, Chief Justice of the Supreme People's Court, and Prosecutor General of the Supreme People's Procuracy.

Immediately after their election, the National Assembly Chairman, President, Prime Minister, and Chief Justice of the Supreme People's Court will undertake the oath of office ceremony.

The National Assembly will also determine the structure and number of government members. It will approve proposals for appointing Supreme People's Court Judges, Deputy Prime Ministers, Ministers, and other government members. Furthermore, it will approve the list of Vice Chairmen and members of the National Defense and Security Council.

During the opening session, the National Assembly will hear speeches from General Secretary To Lam and National Assembly Chairman Tran Thanh Man. The National Election Council will present a summary report on the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, along with a report confirming the qualifications of the 16th National Assembly deputies.

Beyond personnel matters, the 16th National Assembly's first session will also dedicate time to legislative work and deciding important national issues.

Specifically, the National Assembly will review and approve eight laws and one resolution, including: the amended Capital Law, the amended Law on Access to Information, the amended Law on Belief and Religion, the amended Civil Status Law, as well as the Law amending and supplementing certain articles of the Notarization Law and several other laws.

The National Assembly will also review a supplementary report evaluating the implementation results of the 2025 socio-economic development plan and the situation in the early months of 2026. It will further adopt a Resolution on the National Assembly's 2027 oversight program.

Concurrently, the National Assembly will consider and adopt resolutions concerning: the 2026-2030 five-year socio-economic development plan, the national five-year financial plan, the public debt borrowing and repayment plan, and the 2026-2030 medium-term public investment plan, all serving as development orientations for the upcoming period.

Currently, key leaders of the Party and State include General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Permanent Member of the Secretariat Tran Cam Tu.

The Deputy Prime Ministers are Nguyen Hoa Binh (permanent), Tran Hong Ha, Le Thanh Long, Ho Duc Phuoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh, Ho Quoc Dung, and Pham Thi Thanh Tra.

The National Assembly Vice Chairmen include Do Van Chien (permanent), Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Vu Hong Thanh, Le Minh Hoan, and Nguyen Thi Thanh.

Among these, 13 individuals will not participate in the 14th Central Committee for the 2026-2031 term. These include: President Luong Cuong, Prime Minister Pham Minh Chinh; seven Deputy Prime Ministers namely Nguyen Hoa Binh, Tran Hong Ha, Le Thanh Long, Ho Duc Phuoc, Bui Thanh Son, Nguyen Chi Dung, and Mai Van Chinh; and four National Assembly Vice Chairmen: Nguyen Duc Hai, Tran Quang Phuong, Vu Hong Thanh, and Le Minh Hoan.
