Decree 321/2026 stipulates that the preferential allowance standard for people with meritorious service to the revolution has risen to 3.012 million VND, an 8% increase from previous levels. This new standard serves as the basis for calculating allowances and preferential benefits for people with meritorious service and their relatives. While the decree takes effect on 1/10, the benefit levels are applied retroactively from 1/7.
For relatives of fallen soldiers, the allowance for one fallen soldier is 3.012 million VND; for two fallen soldiers, it is 6.024 million VND; and for three or more fallen soldiers, it is 9.036 million VND. Children of fallen soldiers under 18 years old receive 6.024 million VND per month.
An additional caregiver allowance of 2.41 million VND is granted to birth parents, adoptive parents who raised a fallen soldier, or a surviving spouse of a fallen soldier living alone. This allowance also applies to fallen soldiers' children who are under 18, or those 18 and older who are still studying, or who have severe or exceptionally severe disabilities and are orphaned.
The 3.012 million VND allowance also applies to a fallen soldier's spouse who has remarried but continues to raise the fallen soldier's children until adulthood. It also covers those who care for the fallen soldier's birth parents while they are alive, or those who, due to revolutionary activities, could not care for the fallen soldier's parents when they were alive.

Heroic Vietnamese Mothers receive a monthly allowance of 9.036 million VND and an additional benefit of 2.524 million VND. For individuals caring for people with meritorious service living at home, the common allowance is 3.012 million VND. Caregivers for wounded soldiers, or those eligible for wounded soldier policies, or wounded soldiers classified as type B with a physical injury rate of 81% or higher and exceptionally severe wounds, receive 3.869 million VND per month.
Nationwide, there are over 9.2 million people with meritorious service to the revolution. This includes more than 1.2 million fallen soldiers, nearly 140,000 Heroic Vietnamese Mothers, over 600,000 wounded and sick soldiers, along with millions of relatives of fallen soldiers, revolutionary activists, resistance fighters, those imprisoned by the enemy, and individuals affected by chemical agents.
