The Bien Hoa - Vung Tau expressway, a vital route spanning nearly 54 km with an investment of approximately 17,800 billion VND, is divided into three component projects. Dong Nai province serves as the investor for the 16 km Project 1. The Ministry of Transport (now the Ministry of Construction) was the investor for the 18 km Project 2. Ba Ria - Vung Tau was the investor for the nearly 20 km Project 3.
According to Project Management Board 85 (Ministry of Construction), Project 1 (through Dong Nai) is not yet complete. Therefore, the temporary opening will involve Projects 2 and 3, covering a total length of over 38 km across Dong Nai and Ho Chi Minh City.

Under the proposed plan, vehicles with fewer than 9 seats traveling from Bien Hoa via national route 51 towards Long Thanh will turn left onto Bung Mon road before reaching the interchange with the Long Thanh expressway. They will then enter the expressway and travel nearly 38 km directly to the national route 56 interchange towards Vung Tau. Vehicles on the Ho Chi Minh City - Long Thanh - Dau Giay expressway must exit onto national route 51 to access the Bien Hoa - Vung Tau expressway.
The return journey from Vung Tau to Long Thanh will also use the Bien Hoa - Vung Tau expressway via Bung Mon road. During this temporary operational phase, the speed limit is set at a maximum of 100 km/h.
To facilitate this temporary operation, Bung Mon road is currently undergoing repairs, resurfacing, and the installation of directional signs and prohibition signs.
According to the investor, intelligent transportation systems (ITS), electronic toll collection (ETC), and weight control systems are undergoing technical design appraisal. Approval is expected in April 2026 for synchronized deployment once the entire route is operational.

The temporary operation of Projects 2 and 3 aims to reduce pressure on national route 51, a frequently congested thoroughfare. Upon full completion, the expressway will seamlessly connect Bien Hoa and Vung Tau, shortening travel time from central Ho Chi Minh City to Vung Tau to approximately 70 minutes, a significant reduction from the current more than 120 minutes.
