The Ho Chi Minh City People's Council approved the decision to include the land area in Binh Quoi Ward (formerly Binh Thanh District) in the tendering list during its session on 14/11.

This peninsula, encircled by the Saigon River and close to Ho Chi Minh City's center, has faced decades of suspended planning. The Binh Quoi – Thanh Da ecological urban area project, approved in 1992, has not seen effective implementation. The city repeatedly assigned the land to developers, but progress stalled due to complex site clearance. This delay has affected thousands of households within the planned area for many years. The area is also one of the city's deep flood zones.
Ho Chi Minh City aims to transform the Binh Quoi - Thanh Da area into an urban-administrative center, integrating a wetland park and developing tourism, commerce, and low-density housing. The city previously organized an international competition to solicit planning and architectural ideas for the peninsula to ensure optimal development.

On the same morning, the city's People's Council also added the Cu Lao Ben Dinh urban area in Vung Tau Ward, Ho Chi Minh City, spanning over 110 hectares, to the tendering list for project implementation. This area is slated for development into a modern mixed-use urban area, combining residential, commercial services, and office spaces.
The decision to select investors for these two land areas through tendering, rather than auctioning land use rights, stems from the fact that the land has not yet completed compensation and site clearance procedures or does not meet the conditions for auctioning under the Land Law.
The successful bidder will be allocated or leased the land to execute the project according to their committed technical, financial, design, and capacity proposals.
Previously, on 28/8, the city's People's Council also approved a list of four land plots, including an area of over 284 hectares in Phu An Ward and three plots totaling approximately 9.61 hectares in Chau Pha Commune, which are eligible for tendering to select project investors.
