The Can Tho City People's Council elected Le Cong Ly as vice chairman of the city people's committee on april 29. He secured 98.73% of votes from the 79 delegates present.
Ly, 49, holds a master's degree in business administration. His career includes serving as chief of staff for the Hau Giang Provincial Party Committee and district party secretary for Chau Thanh district in the former Hau Giang province.

In july 2025, following the merger with Hau Giang and Soc Trang provinces, Ly was appointed head of the management board for Can Tho's export processing and industrial zones.
The Can Tho City People's Committee is currently led by Chairman Truong Canh Tuyen. Its six vice chairmen are: Vuong Quoc Nam, Nguyen Van Khoi, Nguyen Van Hoa, Tran Chi Hung, Le Cong Ly, and Nguyen Thi Ngoc Diep.
Can Tho City, one of Vietnam's six centrally-governed cities, covers an area of over 6,360 km2 and has a population exceeding 4 million across 103 communes and wards. For the 2025-2030 period, the city aims for an annual economic growth rate of over 10%, aspiring to become a key growth pole, spreading influence and leading the region.
