Quan Minh Cuong, 56, hails from Hung Yen. He holds a doctor of philosophy degree and a master's degree in law, in addition to a bachelor's degree in criminal police. Following his graduation from the People's Police University, he began his career with the Lao Cai Provincial Police, where he served for many years.
Later, he joined the Ministry of Public Security, holding positions such as secretary to the deputy director general of police and deputy head of the science - legal affairs department within the staff department of the general department of police. Subsequently, he was seconded to the Central Internal Political Protection Commission, serving as its deputy director, and also as deputy director of internal political protection for the Central Organization Commission.
In 2019, he was appointed deputy head of the Central Organization Commission. A year later, he was transferred to serve as deputy secretary of the Dong Nai Provincial Party Committee. In early 2025, he was assigned as Secretary of the Cao Bang Provincial Party Committee, a position he held until his current appointment.
Quang Ninh, covering 6,200 km2 with a population of nearly 1.5 million, occupies a strategic location. It borders Trung Quoc and the Gulf of Tonkin, also connecting with Hai Phong, Lang Son, and Bac Ninh. The provincial party congress in September established a clear objective: to develop Quang Ninh into a centrally-run city before 2030, and further evolve it into a major urban area of regional and international significance by 2045.
