Late on 19/4, a car with Ho Chi Minh City license plates traveled on the Bien Hoa - Vung Tau expressway, which is not yet open to traffic, in the direction of Phu My - Long Thanh. Upon reaching the border area between Phu My ward and Phuoc Thai commune, marking the boundary of sub-project 2 and 3, the car collided with a concrete block placed in the middle of the road.

The strong impact sent the concrete block flying, and the front of the car was heavily damaged. Four people in the car, including the driver, a couple, and a child, were injured and taken to the emergency room.
A representative of Project Management Board 85, the investor for sub-project 2, stated that the route is still under construction. Some sections must be open for material transport vehicles to enter and exit, which has led to external vehicles using the route. The construction unit placed the concrete block to prevent vehicles from entering when the route is not yet ready for operation.
"We will increase control measures to prevent vehicles from entering the construction site before safety is ensured," the board representative said.
This is not the first accident to occur on the Bien Hoa - Vung Tau expressway while the route is unfinished. Nguyen Tan Phuc, a member of the free traffic incident support club in Ba Ria ward, stated that last april and november, his unit assisted two cases of motorcyclists who had accidents while entering sub-project 3.
The Bien Hoa - Vung Tau expressway is nearly 54 km long, with 4-6 lanes, and a total investment of about 17,800 billion VND. When put into operation, the route will ease congestion on National Highway 51 and the Ho Chi Minh City - Long Thanh expressway, shortening travel time from Ho Chi Minh City to Vung Tau from approximately 120 to 70 minutes.

Currently, some sections are largely complete but not yet in use. Recently, due to frequent congestion on National Highway 51, many cars have arbitrarily entered this route, posing a safety risk.
