The Traffic Police Department (TPD), under the Ministry of Public Security, has proposed removing the computer-based simulated test from 1/7. This proposal is part of a draft circular from the Minister of Public Security, which outlines regulations for driving tests, the issuance of driver's licenses, and the issuance and use of international driver's licenses. The circular is currently undergoing an expedited procedure for the Minister's signature and promulgation.
A representative from the TPD confirmed that the document will take effect from 0:00 on 1/7. Driving test candidates will not have to take the simulated test, irrespective of their training registration date. The simulation test is being removed because it does not accurately reflect real traffic situations and includes "trick questions" designed to challenge candidates rather than genuinely assessing driving skills.
Additionally, Decree 94/2026, dated 31/3, which governs driving training and testing activities and takes effect on 1/7, has removed the requirement for driving test centers to equip simulation testing devices for traffic situations and to have dedicated simulation testing rooms.

The simulated traffic situation test, comprising 120 traffic scenarios, has been in use since late 2022. During the test, the computer randomly selects 10 situations for each candidate. Test-takers watch short video clips on the computer and press the spacebar immediately upon identifying a dangerous situation.
In addition to removing the simulated test, the number of theoretical questions in driving tests is expected to double in the coming period, particularly for car license examinations. The department explained this measure aims to eliminate rote learning and superficial preparation. Furthermore, the minimum distance for the practical road test is proposed to increase from 2 to 5 km. This aims to provide candidates with sufficient time and distance to demonstrate their skills in handling various traffic situations.
