According to resolutions from party congresses for the 2025-2030 term, many localities expect to maintain high growth rates to expand their economic scale, increase residents' incomes, and improve the quality of public services.
Among major urban centers, Ha Noi aims for an 11% annual GRDP growth, Ho Chi Minh City targets 10-11%, while Bac Ninh and Quang Ninh both aspire to around 10%.
Son La expects the lowest growth rate at 8-8,5% annually. Quang Tri and Dong Thap both set targets of 9-10%.

Regarding per capita income, Quang Ninh has the highest national expectation, aiming for around 20,000 USD per person annually by 2030. Ho Chi Minh City targets 14,000-15,000 USD, and Ha Noi approximately 12,000 USD.
Some northern mountainous provinces, including Lai Chau, Cao Bang, Son La, and Tuyen Quang, anticipate per capita GRDP to be below 5,000 USD by the end of this decade.
In healthcare, Da Nang City aims for 70 hospital beds per ten thousand people by 2030, the highest nationwide. Quang Ninh follows with 68 beds.
Many localities also aim to eliminate poor households by 2030, including Ha Noi, Ho Chi Minh City, Lai Chau, Quang Ninh, Phu Tho, Quang Ngai, Lam Dong, and Tay Ninh.
