‘Do not let terms of office divide strategy, or administrative boundaries divide national interests’

General Secretary and President To Lam called for maintaining a long-term development vision, preventing terms of office from dividing strategy, or administrative boundaries from dividing national interests.

On the morning of 14/9, General Secretary and President To Lam delivered a thematic presentation on Strategic Leadership in a New Era: a century-long vision - breakthrough thinking - fostering development - and execution governance. This presentation was part of a training and knowledge update course for members of the 14th Party Central Committee.

This course, the second of its kind for the 14th Party Central Committee, was held from 14-19/9 and attended by 95 participants. The thematic presentation focused on four pillars: a century-long vision, breakthrough thinking, fostering development, and execution governance. It outlined a course of action encompassing correct perception, foresight, precise selection, creating adequate conditions, organizing implementation, inspection, and adjustment.

The General Secretary and President noted that the country is entering a new phase of development. Following 40 years of Doi Moi (renewal), Vietnam's stature, potential, position, and international prestige have been elevated. The 14th National Congress not only defines tasks for a single term but also establishes a vision extending to 2030, 2045, and subsequent decades.

He highlighted a new approach in development thinking: integrating development, stability, and national defense into a unified whole. Development generates resources for stability, which in turn creates an environment for continued innovation. National defense, he stressed, must be proactive from early on, from afar, and throughout the development process.

Strategic autonomy, he explained, does not mean isolation. Instead, it enhances self-determination, self-reliance, and adaptability. This involves mobilizing internal strengths, actively integrating, and combining national power with the power of the era.

Strategic leadership, according to the General Secretary and President, extends beyond setting objectives or building a long-term vision. It requires looking far ahead but starting with concrete actions; upholding principles without being rigid; daring to make breakthroughs without being subjective; ensuring decentralization and delegation of power go hand in hand with power control; and issuing policies while simultaneously preparing adequate conditions for implementation.

The four aspects—a century-long vision, breakthrough thinking, fostering development, and execution governance—are summarized into four requirements: correct direction, precise actions, sufficient conditions, and achieved results. National and ethnic interests, the happiness of the people, and the sustainable development of the country are the overarching goals and the ultimate measure.

The head of the Party and State stated that a century-long vision is not about predicting the future. Rather, it establishes major directions and prepares capabilities to proactively face changes. It identifies values to uphold, the national position to strive for, and the capabilities to build from today.

"The vision must be broad enough to encompass fundamental national issues; grand enough to gather the aspirations of the entire nation; enduring enough to pass on responsibilities through generations; and open enough to adapt to unforeseen changes", he stated.

He urged against pursuing short-term achievements by depleting resources, increasing inequality, damaging the environment, or creating burdens for future generations. "Do not let terms of office divide strategy, and do not let administrative boundaries divide national interests", the General Secretary and President emphasized.

From this perspective, he presented five messages on strategic leadership. First, a long-term vision must guide today's decisions, clarifying the direction, values to uphold, and capabilities to build. Each development stage must create additional foundations, resources, and opportunities for the next.

Second, stability and development must reinforce each other. Rapid, sustainable development forms the foundation for stability, while stability creates conditions for continued development. Maintaining stability must be linked with innovation, conflict resolution, and improving people's livelihoods.

Regarding breakthrough thinking, the General Secretary and President asserted that it must begin with correct choices, identifying bottlenecks, seizing opportunities, and concentrating resources, while also controlling risks and making timely adjustments.

In fostering development, the requirement is to unleash the resources and creativity of society. In execution governance, effectiveness is the measure that verifies leadership capabilities. Each policy decision must be linked to clear tasks, responsibilities, authority, resources, deadlines, and outcomes.

Concluding the thematic presentation, the General Secretary and President underscored that great aspirations must be realized through a correct vision, well-founded policies, and responsible actions. Every achievement today must contribute to building the nation's capacity to advance further and more steadily.
