Around 5 p.m. on 13/9, Luong Hung, residing in Huong Loc village, Khe Tre commune, reported to Khe Tre commune police that his son, Luong Cuong, 36 years old, went to work in the forest on the morning of 10/9 and had not returned. Before entering the forest, Cuong carried forest tools, a fishing net, and a flashlight. He usually stays in the forest for one to two days before returning. His family attempted to contact him but was unsuccessful.

Khe Tre commune police coordinated with local forces and the family to search areas of the forest that Cuong frequently visited. However, there is still no information, nor has his direction of travel or any companions been identified.

Due to the influence of a tropical depression, from the evening of 10/9 to 13/9, Hue City experienced widespread heavy rain, with rainfall amounts of 100-300 mm, and over 300 mm in some areas. Midlands and mountainous areas saw exceptionally heavy rain, 350-700 mm in some spots, including high-altitude locations such as: Nham 768 mm, Ta Luong 762 mm, Rao Trang 3 hydroelectric dam 734 mm, and Bach Ma peak 1,305 mm.

Heavy rain combined with upstream water runoff caused flooding in residential areas of Loc An commune (20-30 cm) and Phong Dien commune (30-70 cm). National Route 49, leading to mountainous communes in the former A Luoi district, experienced numerous landslides. Currently, the rain in Hue has subsided, and water levels are gradually receding.
