On the morning of 28/3, the Dong Nai Provincial People's Council voted to approve the policy to establish 10 wards directly under the province. These include: Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai, and Loc Ninh.
These wards were formed from former towns (district capitals) prior to administrative unit reorganization. Seven of these wards belong to the former Dong Nai area, while three wards are from the former Binh Phuoc area. Long Thanh ward, specifically, is associated with the Long Thanh international airport area and is expected to become an urban growth pole in the near future.

Before this adjustment, Dong Nai had 23 wards, with its administrative center located in Tran Bien ward. Of these, Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Phuoc Tan, Tam Phuoc, and Xuan Lap wards achieved type II urban infrastructure development, while the remaining 16 wards reached type III urban status.
Also at the session, the Provincial People's Council approved the proposal to recognize Dong Nai as meeting type I urban criteria and agreed to the policy of establishing Dong Nai city directly under the central government.
According to the proposal, Dong Nai city will be formed by maintaining the current area and population of the province after the merger. Dong Nai currently spans over 12,700 square kilometers, with a population exceeding 4.5 million people and 95 commune-level administrative units. Its administrative center is located in Tran Bien ward (formerly part of Bien Hoa City).
For the 2026-2031 period, the locality aims for an average annual GRDP growth of 10%. By 2030, it targets a GRDP of over 1.2 trillion VND and a per capita GRDP of over 250 million VND. Budget revenue is projected to increase by 10-12% annually.
The resolution was approved based on the latest legal regulations on local government organization, urban classification, and administrative unit standards for 2025. It also concretizes the central government's policy regarding the establishment of Dong Nai city directly under the central government.
