The initial section, extending 6,71 km to the Vung Van interchange in Long Dien commune, stands out as a key feature. It is designed as an elevated urban expressway, with an investment exceeding 6,700 billion VND solely for this segment. Currently, at the Vung Van interchange, construction teams are simultaneously casting pillars and viaduct beams.
After more than one year of construction, the bridge deck, nearly 25 meters wide, and the system of pillars and viaduct beams at the route's start are nearing completion.

This section of the connecting road traverses an area featuring salt fields on one side and a housing project in Long Dien commune on the other. Roadbed filling and culvert construction are currently in progress here.
Cay Khe bridge, spanning a river branch flowing into Cua Lap, is under construction by contractors for its pillars on the Phuoc Thang ward side. The route will also feature Co May 3 bridge, designed with a stylized steel arch resembling a kite wing. At the end of this section, construction units are completing the roadbed and an overpass intersecting with the DT994 coastal road project. This segment is nearly 2,9 km long, with an investment of approximately 2,000 billion VND, built to urban main arterial road standards with 6 lanes.

Upon completion, the component projects of the Bien Hoa - Vung Tau expressway link road will establish a seamless route. This will reduce travel time by car from central TP HCM to Vung Tau ward from two hours to 70 minutes. Additionally, it will connect with the coastal road linking Lam Dong, forming a comprehensive transportation network.
