The Prime Minister approved a project on 19/8 to focus on training high-quality human resources in strategic technology fields. This program supports the nation's scientific and technological development, innovation, digital transformation, and new development models.
The project anticipates training 100 undergraduates, 400 master's students, 500 doctoral students, and 500 post-doctoral researchers.
For undergraduate scholarships, eligible candidates include high school students or first-year university students who have won first, second, or third prizes in provincial or national excellent student competitions, national science and engineering research competitions, or international exams. First-year students at police and military academies with excellent academic records are also eligible.
Master's candidates must hold a bachelor's degree with an excellent academic record in a field relevant to strategic technology. Doctoral candidates must possess a master's degree in a strategic technology field, achieving an academic score of 8 out of 10 or higher.
Post-doctoral researchers must demonstrate their capabilities through scientific publications in reputable international journals, patents, or applied scientific and technological products. They also need relevant professional experience and development potential.
This group will conduct in-depth research to enhance their leadership in technology research, development, and transfer.

Selected training institutions must rank among the top 500 universities globally in their respective fields and possess a strong reputation at the time of admission. Their training programs must be accredited or quality-certified.
The Prime Minister has tasked the Ministry of Education and Training with determining annual quotas for each training level and post-doctoral research activity. Candidates will undergo a competitive and transparent national selection process.
In May, the Prime Minister issued a list of 10 strategic technology groups, replacing the 2025 list. These include: digital technology, next-generation mobile networks, robotics and automation, advanced biotechnology and biomedicine, advanced energy and materials, semiconductor chips, cybersecurity and quantum, marine, ocean and subsurface technologies, aviation and aerospace, and high-speed and urban rail.
