General Secretary To Lam receives handover of state president duties

On the afternoon of 9/4, at the presidential palace, general secretary and state president To Lam and former state president Luong Cuong signed the handover minutes for the state president's duties.

The handover ceremony followed the National Assembly's election of General Secretary To Lam as State President for the 2026-2031 term. This election took place on the morning of 7/4, with 100% of attending delegates approving.

Former State President Luong Cuong recounted his more than 50 years of service, progressing from a soldier to a key leader within the Party and State. He affirmed his consistent dedication to his duties. Upon his election as State President by the National Assembly in 10/2024, he "tirelessly worked to uphold his oath and inaugural address before the National Assembly, the people, comrades, and voters nationwide."

He expressed confidence in the continued unity of the entire Party, people, and armed forces. He believes they will seize opportunities, overcome challenges, and foster a spirit of self-reliance to build a peaceful, independent, and prosperous nation.

General Secretary and State President To Lam, speaking at the ceremony, emphasized that his oath of office before the National Assembly and the people represents a personal honor. It also signifies a political commitment to loyalty to the nation, its people, and the Constitution, dedicated to serving the country.

General Secretary and State President To Lam highlighted the nation's entry into a new development era. He stated that the people's intellect, labor, and creativity represent the greatest resource. He believes the State must foster mechanisms and incentives for individuals and organizations to realize their potential and generate value.

He affirmed the key tasks: maintaining political stability; building a modern socialist rule of law State; accelerating judicial reform; achieving rapid, sustainable economic development; ensuring national defense and security; elevating the country's international standing; and improving the people's lives.

General Secretary and State President To Lam committed to diligently achieving these objectives and tasks. He aims to harmoniously manage development interests, safeguard the nation's honor and reputation, and elevate Vietnam's image on the international stage.

This marks the second occasion the National Assembly has elected General Secretary To Lam to concurrently hold both the general secretary and state president positions, the first election occurring in 2024.
