Deputy Prime Minister Tran Hong Ha signed Decision No. 423/QD-TTg on march 11, approving the general planning task for Hai Phong city until 2050, with a vision to 2075.
The new plan extends beyond the mainland, expanding Hai Phong city's development space into the sea, aiming to accommodate approximately 8,5 - 9,5 million people.

The new plan emphasizes establishing a smart, diverse transportation system. This includes the regional connectivity role of the Lao Cai - Ha Noi - Hai Phong railway line and the Dong Anh - Gia Binh - Ha Long line. A modern urban transportation system will feature an urban railway network based on the TOD (transit-oriented development) model, incorporating both elevated and underground routes.
Hai Phong is also oriented towards developing urban underground space, seamlessly connected with parking systems and technical infrastructure. The goal is for Hai Phong to be not only a gateway to the sea for the Capital region but also an international center for innovation, high-quality healthcare, and island tourism.

Despite its ambition to become a smart city, embracing green and digital transformation, Hai Phong must also preserve its heritage. The city's spatial organization will balance renovating old quarters, conserving the ecosystems of the Chi Linh - Con Son mountain range, Cat Ba archipelago, and mangrove forests, with developing high-tech industrial zones and large-scale logistics centers linked to Lach Huyen and Nam Do Son ports.
Hai Phong is tasked with ensuring maritime security and the safety of national development space. Given its special strategic location, every step in the planning is tied to protecting national sovereignty over its seas and islands.
The approval of this task is the first step for the port city to realize its goal of becoming a model for sustainable urban governance with international competitiveness by 2050.
Hai Phong city currently covers an area of 3,194,72 km² and has a population of over 4,66 million people. In 2025, Hai Phong's budget revenue exceeded 190,000 billion dong, with a growth rate of 11,81%, ranking 2nd nationwide and first among centrally-governed cities. The city's average GRDP per capita is approximately 194,5 million dong per person per year, and its economic size is estimated at nearly 30 billion US dollars, ranking 3rd nationwide.
