Tran Quang Lam, Director of the Ho Chi Minh City (HCMC) Department of Construction, announced this information at a conference on 27/2, reviewing Tet holiday activities and assessing socio-economic performance for February. The city is finalizing procedures to promptly launch these two large-scale projects.
Previously, the HCMC People's Committee approved an adjusted master plan for Thu Duc City within the Thu Thiem new urban area. This plan optimizes land use functions, increasing the area for parks, green spaces, and water bodies. The new administrative center is expected to be located near the central lake.

The proposed design features a building approximately 26 stories high, comprising a 6-story podium and a 20-story tower. Its arc-shaped design embraces the central spatial axis, connecting the main square and the theater, creating an urban landmark. The project aims for a green development model, featuring open spaces that facilitate public access to administrative services. Functional areas are flexibly arranged, utilizing shared infrastructure to prevent waste.
Currently, the HCMC Department of Planning and Architecture serves as the focal point for receiving design proposals from domestic and international entities for review by the expert council.
In addition to the aforementioned project, HCMC plans to commence construction on at least 25 key projects in 2026. These include: upgrades to national highways one, 13, and 22; the Thu Dau Mot – Chon Thanh and HCMC – Moc Bai expressways; the North – South axis; the Can Gio Bridge and Thu Thiem 4 Bridge; and inter-port roads.
Regarding metro development, the two Ben Thanh – Can Gio and Ben Thanh – Tham Luong lines have already broken ground. Four other lines are scheduled for implementation in 2026. The Cai Mep Ha Port project is also expected to commence on 30/4.
