The Ho Chi Minh City Party Committee's Standing Board outlined this plan in its conclusions on key tasks for 2026. The Nha Rong - Khanh Hoi Port project is set to begin construction on september 2. This initiative also includes expanding the Ho Chi Minh Museum area, its cultural space, and Nguyen Tat Thanh route. The City Party Committee urged all relevant units to finalize legal procedures promptly to meet the deadline.

The 32-hectare site lies along the Saigon river, adjacent to the former District 1 center and a few hundred meters from Nguyen Hue walking street and Bach Dang wharf. Ben Nha Rong, now the Ho Chi Minh Museum, Ho Chi Minh City branch, holds historical significance as the departure point for Nguyen Tat Thanh (Ho Chi Minh) on 5/6/1911, when he set off to find a way to save the country.
In late 2016, the city had approved a plan for a private company to develop the Nha Rong - Khanh Hoi complex. This project was to feature a commercial center, over 3,100 apartments, schools, and a medical station. However, the 1/2000 detailed plan, approved in 2015, allocated only over 4% of the land for public parks, with most of the area designated for high-rise housing and technical infrastructure.
Late last year, the City Party Committee's Standing Board decided to cancel the previous project. The entire area will now be dedicated to developing a park and a Ho Chi Minh cultural space. The new plan allocates approximately 60% of the area for green spaces and water features, 20% for public works, and 20% for an international port. This revised approach significantly boosts the park land allocation, increasing it 15 times compared to the earlier proposal.

Beyond the park development, the City Party Committee has tasked the Ho Chi Minh City People's Committee Party Committee with guiding the city's People's Committee to resolve outstanding issues. This includes alleviating difficulties for local organizations, particularly those related to compensation, site clearance, and the disbursement of public investment funds.
From now until the end of march, Ho Chi Minh City will prioritize several key initiatives. These include preparing for elections of National Assembly deputies and People's Councils at all levels, organizing military recruitment for 2026, and implementing strategies to achieve economic growth exceeding 10%. Additionally, the city will persist in tackling pressing issues such as traffic congestion, flooding, environmental pollution, food safety, and fire prevention.
