To Anh Dung, 48, is from Nghia Tru commune, Hung Yen province, and holds a master's degree in Law. He has served for over 30 years in the People's Public Security force.

He was transferred and appointed director of Thanh Hoa Provincial Police in 6/2025. Previously, he served as head of Long Bien District Police in Ha Noi, deputy director general of the Police Department for Administrative Management of Social Order, and director of Ha Nam Provincial Police.

Mr. Dung replaces Nguyen Hoai Anh, who was transferred and appointed permanent deputy minister of the Ministry of Ethnic Minorities and Religion 10 days ago.

Thanh Hoa covers an area of over 11,100 km2, with a population of about 4.3 million, making it the largest province in the North Central Coast region. The locality shares a border of nearly 192 km with Laos, boasts 102 km of coastline, and hosts the Nghi Son Economic Zone, a key industrial hub nationwide.

For 2026, Thanh Hoa aims for its Gross Regional Domestic Product (GRDP) to increase by 11% or more. Specifically, industry-construction is targeted to grow by over 14%, services by over 9%, and agriculture, forestry, and fisheries by over 3.5%. The per capita GRDP is projected to reach 3,920 USD.

The Thanh Hoa Provincial People's Committee for the 2026-2031 term comprises four Vice Chairmen: Mai Xuan Liem, Dau Thanh Tung, Le Quang Hung, and Cao Van Cuong.
