The Ministry of National Defense is seeking feedback on a draft decree regulating the organization and operation of the national defense inspectorate. It proposes reducing the number of inspectorate agencies from 8 to two levels: the ministerial level (Inspectorate of the Ministry of National Defense) and the ministry-affiliated level (inspectorates of military zones and the Hanoi Capital High Command).
Under current regulations, the national defense inspectorate comprises 8 agencies: the Inspectorate of the Ministry of National Defense; military zone inspectorates; inspectorates of the General Staff, the General Department of Politics, and other general departments; the Cryptographic Inspectorate; service inspectorates; the Border Guard Inspectorate; provincial-level national defense inspectorates; and inspectorates of army corps, branches, and equivalent units.

The Ministry of National Defense believes the current system is cumbersome, fragmented, and lacks a systematic approach, with multiple levels and focal points. Operations lack consistent management and direction. Some units do not ensure independence and objectivity, and are still influenced by the heads of administrative agencies at the same level, limiting the effectiveness of inspection, anti-corruption efforts, and control of power. There is also overlap and intersection in the activities of different levels, resulting in low efficiency.
This streamlining policy aims to implement the Party and State's policy on a "lean, efficient, and effective" organizational structure, while promoting decentralization and empowerment, strengthening supervision, and maintaining discipline within the entire military.
The draft stipulates that the Inspectorate of the Ministry of National Defense is under the leadership of the Central Military Commission, the management and command of the Minister of National Defense, and the professional guidance of the Government Inspectorate. Military zone and Hanoi Capital High Command inspectorates are under the leadership of the military zone party committees and the Hanoi Capital High Command Party Committee, the management and command of their respective commanders, and the professional guidance of the Inspectorate of the Ministry of National Defense.
As of February, the military has adjusted nearly 2,900 organizations, including reducing one general department, two army corps, 37 departments, and nearly 300 offices. Previously, the Ministry of National Defense dissolved Army Corps 3 and Army Corps 4, establishing Army Corps 34 on a larger scale, while merging the General Department of Logistics and the General Department of Techniques into the General Department of Logistics and Techniques.
