According to the agenda, starting at 9:00 am, the National Assembly voted to approve key measures: the resolution on the 2024 state budget settlement; a law amending several tax laws; a resolution on the 2027 supervision program; and a resolution establishing the 2027 specialized supervision delegation.
The National Assembly also approved a resolution on Vietnamese cultural development, a resolution piloting the public lawyer institution, and a resolution establishing Dong Nai city directly under the central government. Additionally, specific mechanisms and policies for addressing land violations and resolving issues in stagnant projects were considered and voted on during a private session.
At 10:30 am, the National Assembly convened its closing session. During this session, members voted to approve the five-year socio-economic development plan for 2026-2030, the national financial plan and five-year public borrowing and debt repayment plan, the medium-term public investment plan for 2026-2030, and the resolution of the first session of the 16th National Assembly. The National Assembly Chairman then delivered the closing speech, officially concluding the session.

The 2027 supervision program will focus on the implementation of National Assembly resolutions for national key projects. These include the Long Thanh International Airport Project (2015-2025 phase), the North-South high-speed railway, and the Lao Cai - Hanoi - Hai Phong railway line. Supervision will extend beyond progress and disbursement to assess overall effectiveness, socio-economic impact, and the responsibilities of involved agencies.
Earlier, many delegates called for an innovative supervision approach. They urged clarification on potential issues like capital overruns, project delays, resource waste, and post-supervision accountability mechanisms. This aims to ensure investment effectiveness and strengthen public trust.
Regarding the cultural development resolution, delegates previously supported designating 24/11 annually as Vietnam Culture Day. This would grant employees full paid leave and encourage businesses to offer service discounts.
Concerning the proposal to establish Dong Nai city directly under the central government, National Assembly delegates urged the locality to accelerate investment in expressways, railways, and inter-regional infrastructure. This aims to reduce logistics costs and leverage the advantages of Long Thanh airport and its seaport system.
Delegate Nguyen Minh Tam, Deputy Head of the Quang Tri Provincial Delegation, emphasized that Dong Nai requires synchronous infrastructure development, proactively integrated with rational urban planning. Delegate Tran Hoang Ngan proposed the early implementation of the Long Thanh - Thu Thiem urban railway to enhance connectivity and efficiently utilize Long Thanh International Airport.
The first session of the 16th National Assembly commenced on 6/4. As the inaugural session of the 2026-2031 term, it focused on organizational matters, high-level personnel appointments, and other significant national issues.
