The 15th tenure National Assembly Standing Committee presents to the National Assembly the proposed number of members for the National Assembly Standing Committee and a draft resolution outlining the structure and member count for the 16th tenure.

The National Assembly discusses the proposals, and the 15th tenure National Assembly Standing Committee reports on receiving and explaining delegates' opinions, then amends the draft resolution. Afterwards, the National Assembly votes to approve the resolution on the number of members of the 16th tenure National Assembly Standing Committee using an electronic system.

Subsequently, the 15th tenure National Assembly Standing Committee presents a list of nominees for the National Assembly to elect the National Assembly Chairman, National Assembly Vice Chairmen, and members of the 16th tenure National Assembly Standing Committee. The National Assembly discusses, votes to approve the personnel list, and proceeds to elect the National Assembly Chairman by secret ballot.

The remaining portion of the morning session broadcasts live on television and radio. It is expected that from 11h, the 15th tenure National Assembly Standing Committee presents a draft resolution on the election of the National Assembly Chairman for the National Assembly to discuss, then vote to approve using an electronic system. The National Assembly Chairman takes the oath and delivers an inaugural address.

In the afternoon, the National Assembly holds a private meeting, expected to elect National Assembly Vice Chairmen and members of the National Assembly Standing Committee. The National Assembly Standing Committee will present a list of nominees for the National Assembly to elect the chairman of the Ethnic Council, chairmen of National Assembly committees, the state auditor general, and the national assembly secretary general - head of the National Assembly Office.

The National Assembly Standing Committee also presents draft resolutions for the election of officials within National Assembly bodies for delegates to discuss before the National Assembly votes to approve them.

The leadership of the 15th tenure National Assembly included National Assembly Chairman Tran Thanh Man, and National Assembly Vice Chairmen Do Van Chien (permanent), Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Vu Hong Thanh, Le Minh Hoan, and Nguyen Thi Thanh.
