On 11/2, the Traffic Police Department of Hai Phong City Police announced it had issued an administrative violation report and imposed total fines of 193,5 million dong on the driver and owner of bus 23B-004.94 for carrying an excessive number of passengers.

The action came after the Traffic Police Department received a message from a citizen via the Zalo account of its Director, reporting a bus on the over 300 km Ha Giang - Hai Phong route suspected of overloading. The Department instructed the Traffic Police Department of Hai Phong City Police to verify and handle the complaint. Road Traffic Police Team 5 was assigned to intercept and inspect the vehicle.

Around 10 h on 10/2, the task force stopped the bus for an administrative inspection. A count revealed 72 passengers on board, while the vehicle's license permitted a maximum of 43 people, including 41 berths, one seat, and one driver. The bus was carrying 29 passengers more than its regulated capacity.

The driver, Ha Quang Hieu, 43, residing in Tam Da commune, Bac Ninh province, was issued a violation notice for overloading, in accordance with Decree 168/2024/ND-CP. He also had 4 points deducted from his driver's license.

The vehicle owner faced penalties for allowing an employee to violate regulations and had the vehicle's operating badge revoked for two months.
