Ngoc assumes this new leadership role, succeeding Nguyen Huu Nghia, who was elected Auditor General by the National Assembly.
Pham Quang Ngoc is 53 years old and hails from Ninh Binh province. He holds a Doctor of Animal Husbandry, a Master of Environmental Science, and a Bachelor of Biology. He is also a member of the 14th Central Committee of the Communist Party.
His career includes serving as chairman of the People's Committee and secretary of Yen Khanh District Party Committee, head of the Provincial Party Committee's Propaganda Department, and vice chairman of Ninh Binh Provincial People's Committee. In 12/2020, he was elected chairman of the Ninh Binh Provincial People's Committee. Following the merger of Ninh Binh with Ha Nam and Nam Dinh, he was appointed chairman of the unified Ninh Binh province.
At the end of 2025, during a rotation of provincial leaders to non-local positions, Ngoc was transferred to serve as chairman of Hung Yen Provincial People's Committee.

Hung Yen province was formed from the merger of the former Hung Yen and Thai Binh provinces. It spans an area of over 2,500 square kilometers and has a population of approximately 3,56 million. The Provincial Party Congress, held in early October, outlined ambitious goals for the province: by 2035, it aims to become a modern industrial province, meeting type I urban criteria. By 2045, it strives to evolve into a centrally-governed smart, ecological city, boasting a modern industry that leads the nation and serving as a robust marine economic hub in the North.
