Phan Thien Dinh, 55 years old, hails from Thuan An ward, Hue city. He previously held various positions including director of the Department of Planning and Investment, vice chairman of the Thua Thien Hue provincial people's committee, secretary of the Hue city party committee, secretary of Thuan Hoa district, head of the economic - budget committee of the Hue city people's council, and chairman of the Hue city people's committee.
In 11/2024, he was transferred to serve as deputy secretary of the Ha Tinh provincial party committee. He was later elected chairman of the Ha Tinh provincial people's committee as part of a rotation appointing leaders to provinces and cities where they are not local residents.

During his more than four months as chairman of Ha Tinh province, Dinh regularly used social media to promote policies, culture, tourism, and attract labor to the locality.
The current Ha Tinh provincial people's committee is led by Dinh, with three deputy chairmen: Tran Bau Ha (standing), Ho Huy Thanh, and Nguyen Thi Nguyet.
The provincial people's council also re-elected Nguyen Hong Linh, standing deputy secretary of the provincial party committee, as chairman of the provincial people's council for the 19th legislature, 2026-2031 term. The two deputy chairmen of the provincial people's council are Duong Tat Thang (standing) and Nguyen Thi Viet Ha.
Ha Tinh covers nearly 6,000 square kilometers with a population of over 1,6 million. In 2025, the total budget revenue in Ha Tinh reached approximately 19,900 billion VND, completing 112% of the estimate and increasing by 11% compared to the previous year.
For the 2026-2030 period, Ha Tinh aims for an average GRDP increase of 10% or more, a 2030 income of 80 million VND, 4 billion USD in exports, and 18,000-20,000 businesses. The province prioritizes digital transformation, high-quality human resource development, modern infrastructure construction, and attracting strategic projects. It aims to transform Vung Ang economic zone into an industrial - energy - logistics hub, while developing smart industry and agriculture, high-quality services, and focusing on environmental protection and climate change adaptation.
