On 3/5, the Hanoi People's Committee sent a document to the Government Office, proposing that the Ministry of Construction and the Ministry of Public Security consider the plan to close this expressway section to ensure project construction progress.
This expressway section falls within the scope of the road connecting Gia Binh airport with Hanoi. This is an overlapping construction site, requiring roadbed expansion and simultaneous construction with other components.
The project connecting Gia Binh airport with Hanoi within the capital's territory comprises two components: land clearance and road construction. The land clearance component has a total investment of 8,650 billion VND, implemented during 2025-2026. To date, Hanoi has cleared about 200 ha, and Bac Ninh province over 17 ha.
For the road construction project section through Hanoi, which is 13,55 km long, the city has approved investment under a public-private partnership model, a build-transfer contract. The investor is a joint venture of Cong Thanh Investment and Traffic Construction Joint Stock Company and Cat Ba Sun Company Limited. The route will have 10 lanes, with accompanying service roads on both sides, and a total investment of about 28,800 billion VND.
The Department of Construction has completed the appraisal of the technical design, and the city is directing units to coordinate with the investor to finalize the contract for signing.

Within the project scope, there are also plans for two railway lines: Lao Cai - Hanoi - Hai Phong and Hanoi - Quang Ninh, both with high technical requirements. This area also has a 500 kV power line passing through it.
Related agencies have agreed to organize simultaneous construction of projects at the overlapping locations. Hanoi and Bac Ninh have agreed on the plan to relocate the 500 kV power line.
From this reality, Hanoi proposed that the Prime Minister direct the Ministry of Construction to prioritize capital allocation, promptly approve the design, and simultaneously implement the structural component of the Lao Cai - Hanoi - Hai Phong railway section that runs concurrently with the Gia Binh airport connection road, ensuring completion at the same time.
The city also proposed expediting the relocation of 220 kV and 500 kV power lines to serve the construction of the Lao Cai - Hanoi - Hai Phong and Hanoi - Quang Ninh railway projects and the Gia Binh airport connection route.
Hanoi proposed that Bac Ninh province expedite land clearance, and the Ministry of Agriculture and Environment provide guidance on licensing the construction of the bridge over the Duong River.
The road connecting Gia Binh airport with Hanoi is over 41,3 km long, with a total investment of about 83,000 billion VND. When completed, this will be an important transport axis connecting Gia Binh airport to central Hanoi.
In 12/2025, the National Assembly approved the investment policy for Gia Binh International Airport in Bac Ninh province. The airport will meet 4F standards, with a capacity of about 30 million passengers and 1,6 million tons of cargo per year by 2030, increasing to 50 million passengers and 2,5 million tons of cargo by 2050.
